Deogratias Faustine Mpenzi is a lecturer at the Department of Health Systems Management Mzumbe University, Morogoro, Tanzania. He has more than ten (10) years teaching experience in Health Management information Systems, Health Financing, Health Policy, Strategic Management for Health Systems, Health care Management and Leadership, Epidemiology, Health Systems Research, Partnership for Public Sector, Public Administration and others. His research interests included Policy implementation and analysis; Health Systems Analysis, and Strategic Management for Health Systems & Leadership. He holds a Bachelor and Master degree of Health Systems Management from Mzumbe University. He has ten years practical experience in administration, planning and finance at Local Government Level, Projects and Ministry Levels as Health Administrator (2001-2012). Furthermore, since year 2013 he is the Master Programmes Coordinator in the department which includes, Master of Health Systems Management (MHSM) and Master of Science in Health Monitoring and Evaluation (MSc H M&E).

    2. As  Health Administrator, Local Government, Projects and Ministry level

The Health Administrator is in charge of Administration Department in managing all the matter pertaining to resources and provision of health services. These include administrative, curative and preventive services.

Specific responsibilities were:-

  • Leading planning team to prepare plans and budgets for the health services at a particular level( Council Comprehensive Plan-Local Level, Project plan and Budget, MTEF and Zonal Plans for Ministry Level). Also in charge of the implementation plans, and evaluation of the results and reporting.
  • Interpretation of existing Government regulation, Guidelines s, Principles and other documents relevant to health Sector.
  • Human Resources Management: Staff recruitment as per forecasted Succession Plan, selection, induction, placements. Office and Discipline management, Training development plan, Job descriptions etc.
  • Overseeing finance and management of procurements & logistics and store.
  • Supervising and organizing all meeting in department/health department/Zone/Project.
  • Strengthen districts and regional capacity through training Regional Health Management, Council Health Management Teams and Health service providers in the zone. –PlanRep, IMCI,LSS , FP, Malaria, HIV/AIDS, IMC, Community Rehabilitation, Distance Learning, PMCTC, supportive supervision just to mention.
  • Conduct Supportive supervision to the regions, districts and Health Training Institutions (HTI) in the zone/country.
  • Decide on overall policy decisions of the project.
  • Liaise with Senior Management regarding the governance of the project
  • Supervise the implementation of project activities as per plan and evaluate the results

  2. Local Consultant –Finance and Governance in the Global Fund application for 2017-2020 , hired by Ministry of Health , Community Development, Gender, Elderly and Children, under Resilient Systems Strengthening for Health (RSSH) and Malaria –March thru May 2017.
  3. Data collector for group collecting data for “Antiretroviral Therapy & Prevention of Mother-to-Child Transmission Rapid Data Quality Assessment” sponsored by the U.S. Centers for Disease Control and Prevention (CDC) from June – August 2017: Dar es Salaam, Mwanza, Geita and Kigoma.

  1. The use of Monitoring and Evaluation for Quality and Programme Improvement in Health Sector. This was conducted through the collaboration between Mzumbe University (MU); Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) and University of California San Francisco (UCSF), United States of America, (As Course Coordination Team Lead and main Instructor).—At  Nashera Hotel- Morogoro-28 September – October 2, 2015, 28th Feb -04th March 2016 and 12th -16th September 2016
