The Use of Monitoring and Evaluation for Quality and Programme Improvement in the Health Sector

Monitoring and evaluation (M&E) has been recognized globally for the critical role it plays in improving the quality of services and programmes throughout the health sector. Every organization or institution, whether public or private, must possess the skills and knowledge to develop and sustain M&E plans and systems in order to ensure it is achieving its objectives and having the desired impact.

Course Objectives

The purpose of this short course is to orient participants to health monitoring and evaluation and the use of M&E for quality and programme improvement.

Who Should Attend?

  • RHMT and CHMT members and co-opted members.
  • Hospital management committee members.
  • Facility in-charges, health managers and data clerks.
  • Health training institution principals and their subordinates.
  • In-country health implementing partners.
  • Others interested in increasing their knowledge and skills in health M&E.

Logistics

  • Course will be held in Morogoro Town.
  • Cost is TZS 800,000 per participant (includes: tuition, study materials, refreshments, and certification packages only).

COURSE CONTENTS

Introduction to Monitoring and Evaluation

  • Overview and fundamentals of M&E.
  • Introduction to quality improvement.
  • Assessment of M&E capacity and measurement of capacity building.

M&E Systems and Capacity Improvement

  • Main components and development of M&E systems.
  • National and organizational M&E systems and plans.

Development of M&E Plans

  • M&E frameworks for quality improvement.
  • Main components of and steps for developing an M&E plan.

Routine and Periodic Monitoring for Health M&E

  • Key issues, purpose and challenges related to measurement
  • Data flow in health systems
  • Introduction to the DHIS2 system and working with DHIS2 data

Data Use for Quality Improvement

  • Data quality and data quality assessment
  • Data use for quality and programme improvement

Evaluation Methods

  • Strategic planning for evaluation.
  • Types and of evaluation and public health questions that each can answer.
  • Methods available for evaluation.
  • Introduction to triangulation of health data.

ASSESSMENT AND CERTIFICATION

  • Course assessment will be based on group work that will require participants to apply the knowledge and skills gained throughout the week.
  • Participants who successfully complete the course will receive a certificate of completion.

This course is a collaborative effort between the Ministry of Health, Community Development, Gender, Elderly and Children, Tanzania; Mzumbe University, Tanzania; and the University of California, San Francisco, USA.
