Provision of Technical Assistance for Development and Management of Monitoring and Evaluation Framework of Tanzania COVID-19 Socioeconomic Response and Recovery Plan (TCRP)
The Government of the United Republic of Tanzania secured a concessional loan from the International Monetry Fund (IMF) to impelement various COVID-19 response projects under the Tanzania COVID-19 Socioeconomic Response and Recovery Plan (TCRP). The load is amounting to USD 567.25 million, equivalent to 1.3 trillion Tanzania Shillings. TCRP is being implemented in priority sectors that had been adversely affected by the COVID-19 pandemic. These include the Ministry of Water (MoW); Ministry of Health (MOH), President’s Office-Regional Administration and Local Government (PO-RALG), Ministry of Education, Science and Technology (MoEST), Ministry of Natural Resources and Tourism (MNRT), and Tanzania Social Action Fund (TASAF). Implementation of TCRP involves multi-stakeholders across the Government, with being the overall coordinator. To ensure effective and efficient implementation of the plan, the Ministry of Finance and Planning (MOFP) engange the Centre of Excellence in Health Monitoring and Evaluation (COEHME) of Mzumbe University to monitor, evaluate and report the progress of implementation of the plan. The assignment will be carried out for eight (8) months, from November 2021 to June 2022.
Objective of the Project
The overall objective of this project is to develop and implement the monitoring and evaluation (M&E) system, provide a periodical progress report, performance assessment, and evaluation of the impact of interventions in response to COVID-19 on socioeconomic improvement for operational and policy decisions.
Specific Task
The project is expected t implement four major tasks as indicated below:
Task 1: Developing appropriate logical framework with key performance indicators to guide monitoring and evaluation of the implementation of TCRP.
Task 2: Develop Reporting template and M&E communication strategy to provide stakeholders linkages at national and sub-national levels to enable smooth tracking project implementation processes.
Task 3: Timely monitoring and measuring the interventions and changes due to TCRP programme and projects conducted with the participation of relevant stakeholders
Task 4: Ensure performance on TCRP objectives are systematically monitored and data for developed key indicators of the TCRP are collected, analyzed, and made available to management and stakeholders.
