Bertha Mwinuka is an assistant lecturer at Mzumbe University in the School of Public Administration and Management (SOPAM), department of Health Systems Management.

Bertha teaches Disaster Management in Health, Health Services Management, Managing Partnerships in Public Service, Strategic Management, Health System Research and Health Care Financing. Bertha is experienced in teaching, administration, management, planning, budgeting, and the preparation of strategic plans. Before joining Mzumbe University in 2015, Bertha was a health administrator at the district and hospital level in Mwanga District Council, Kilimanjaro. Bertha received a Bachelor’s degree in Health Services Management in 2008 and Master’s degree in Health Systems Management in 2013, both at Mzumbe University, Morogoro.

Bertha Mwinuka is an assistant lecturer at the Department of Health Systems Management Mzumbe University, Morogoro, Tanzania. She has three (3) years teaching experience in Health Systems Management. Her research interest areas are Human Resources for Health, Emergency and Disaster Management in Health, Epidemiology and Biostatistics. She holds a Bachelor degree on Public Administration-Health Services Management and Master of Health Systems Management both from Mzumbe University.

  3. Specific responsibilities were:-
    • To assist the CHMT in matters related to administration and management of health resources.
    • To participate in CHMT planning and implementation the Strategic, Guideline and Standards as set out by the MOHSW for interpretation and implementation by HF through CHMTs.
    • To assist in developing comprehensive Health Plans delivery and quality health service.
    • To develop, strengthen and maintain close working relations and collaboration with other CHMT members, and to timely provide report, minutes of meetings, financial bulletins as well as providing status for planning and decision-making purposes.
    • To facilitate, in collaboration with the District, Monitoring and Evaluation and timely transmission to District.
    • To develop and maintain a District Health Human Resources Management Plan in conjunction with all HF though their HMTs including hospital. To work closely on needs assessment/capital development programs. To prepare and submit the prescribed weekly, monthly quarterly and annual reports and plans and activities to appropriate authority.
    • To conduct evaluation, prepare report and recommend to the DMO through the CHMT, on status of implementation of the various planned and unplanned activities within the District.

  1. Data collector for “Antiretroviral Therapy & Prevention of Mother-to-Child Transmission Rapid Data Quality Assessment” sponsored by the U.S. Centers for Disease Control and Prevention (CDC) from June – August 2017.
